Background of the Institution
SOCIEUX+, EU Expertise on Social Protection, Labour and Employment, is a European Union co-funded facility that provides short-term technical assistance in social protection, labour, and employment policies. SOCIEUX+ supports partner countries around the world in developing and improving inclusive social protection systems and expand and improve access to better employment opportunities. SOCIEUX+ mobilises European public expertise for technical cooperation activities with their peers outside the EU, and is available in more than 160 eligible countries and territories worldwide.
The facility works on demand of partner institutions (e.g. public administrations and social partners). European experts are mobilised to travel (or do online activities through the platform) to different countries across the world, collect insights and data, and translate these findings into structured reports with recommendations, or tailored training materials and e-courses.
Also the knowledge development from SOCIEUX+, learning lessons across different actions, developed some e-courses about acting upon inequality; designing equitable social protection in health, and labour market inclusion of persons with disabilities (forthcoming). To date, SOCIEUX+ has developed a wide range of learning resources and capacity-building activities covering key topics such as social inclusion, equality, social dialogue, and employment. These courses are targeted at both experts and non-experts working in public administrations and related institutions across multiple regions.



The Challenge
As SOCIEUX+ continued expanding its global reach and impact, the facility was looking to further enhance the way its growing collection of training materials and online courses were managed and delivered. With content addressing labour market inclusion, social protection, equality, and a wide variety of topics for diverse audiences, SOCIEUX+ aimed to further develop the structure, accessibility, and consistency of its learning offer, ensuring that participants from different cultural and linguistic contexts could access a high-quality and engaging learning experience, and that partner institutions can further use and transform the trainings themselves.
At the same time, the organisation aimed to ensure that its training platform would reflect its visual identity in a consistent, professional way, while remaining flexible enough to connect with other learning environments for collaboration and content sharing.

What Eummena & Moodle did for SOCIEUX+
Eummena partnered with SOCIEUX+ to design and implement a customised Moodle LMS platform that fully addressed the organisation’s evolving educational and operational needs and goals, while aligning with its broader mission to promote social protection, labour market inclusion, and equality worldwide.
Structured Learning Journeys
The new platform enables SOCIEUX+ to create, structure and share high-quality courses characterised by a strong pedagogical flow, visual coherence and an engaging learning experience and design. Working closely with SOCIEUX+, Eummena supported the team in transforming their existing materials into learning journeys, ensuring that each module promotes clarity, accessibility and meaningful interactions for all users across different contexts.
Accessibility Features
To enhance inclusivity and ensure equal learning opportunities, the platform integrates a range of accessibility features that adapt to individual learner needs including, for example, dyslexia friendly modes and personalised display settings, allowing users to tailor their learning environment to their preferences to further optimise their learning experience.
Multilingual Expansion
Recognising the linguistic diversity of SOCIEUX+’s audience, Eummena also provided support regarding the range of multilingual courses, making them available in English, Spanish, Portuguese, and other languages, while training the SOCIEUX+ team to continue developing effective, well-structured, high-quality content across cultural and linguistic boundaries.
Mobile & Offline Access
Acknowledging that many learners in different partner countries face limited or unstable internet connectivity, and often rely on mobile devices, Eummena optimised the platform for flexible access. All courses can be followed through the Moodle mobile app, allowing participants to download content and continue their progress offline, encouraging continuous learning regardless of technical constraints.
Platform Integration
Furthermore, Eummena facilitated the integration of SOCIEUX+’s learning environment with another collaborative training platform used for enablement, knowledge sharing and collaboration, expanding accessibility and global content reach.
Global Impact
Through this collaboration, SOCIEUX+ can now efficiently manage and expand its growing multilingual portfolio of learning courses, connect global learners and experts, and continue advancing its mission to promote equality, inclusive social protection schemes, and better labour market opportunities for all.

Results
This case illustrates how a customised, multilingual Moodle LMS implementation can support global capacity-building initiatives with strong pedagogical structure, accessibility, and interoperability.
